Congressionally Directed Spending – Fiscal Year 2024

Listed below are the Financial Services and General Government projects Senator Blumenthal has submitted to the Senate Appropriations Committee. The Senate Appropriations Committee selects the final projects from the projects submitted by all senators. Therefore, neither submission of an application nor Senator Blumenthal’s approved list of projects are guaranteed for final funding.

Black Business Alliance - Milford, CT 

  • Amount Requested: $684,000
  • The Black Business Alliance would use awarded federal funds to support the acceleration of Black entrepreneurs and the small business community of Connecticut through a comprehensive strategy that includes wellness support, training and resources for participants.

  • Amount Requested: $800,000
  • Federal funding awarded would allow the City of Derby to install a document management system.

  • Amount Requested: $25,780,588
  • Funding awarded would support a parking and downtown revitalization project in New London, CT

  • Amount Requested: $1,507,440
  • Federal funding would allow the Town of New London to digitize municipal records.

  • Federal Funding warded would allow the City of New London to improve the Stone and Timber Elbow Piers at Fort Trumbull Fishermen's Piers which support independent fishermen and small fishing businesses.

ClimateHaven Inc. - New Haven, CT 

  • Amount Requested: $2,317,040
  • Funding would be used for Phase 3 of ClimateHaven’s facility buildout, which would allow them to serve more entrepreneurs who are working on innovate green technology solutions.

Collab Incorporated - Hamden, CT 

  • Amount Requested: $300,000 
  • Collab Inc. would use awarded federal funding to will allow them to serve up to 500 underrepresented entrepreneurs annually through their pre-acceleration and acceleration programs.

ConnCORP - Hamden, CT 

  • Amount Requested: $4,000,000
  • Funding for ConnCORP to renovate two floors of vacant office space and to hire additional staff in order to serve more small business owners in Connecticut.

CTNext – Hartford, CT 

  • Amount Requested: $785,000
  • Funding would be used to establish CT’s first employee-ownership network to support business owners who are nearing retirement and have a high share of BIPOC workers transition ownership of their companies to their employees.

Hispanic Federation - Hartford, CT 

  • Amount Requested: $1,000,000
  • Awarded federal funding would support the Hispanic Federation’s small businesses support program, which provides a wide range of technical services to strengthen the Latino small business community.

Housatonic Community College - Bridgeport, CT 

  • Amount Requested: $74,440
  • Housatonic Community College would use federal funds to run a one-time, ten-week business accelerator program in summer 2024.

  • MakeHaven would use awarded federal funds to purchase additional technology and expand their existing space, giving entrepreneurs the tools they need to grow their ideas.

  • Massaro Community Farm would use federal funding to make renovations and improvements to their barn and farm infrastructure that would allow them strengthen and expand their small business.

  • Funding awarded would allow RiseUP to establish a digital arts and public art innovation lab in the Parkville neighborhood of Hartford.
